The Evolution of IHS
IHS began its journey in 2022, as an extension of Insight Actuaries & Consultants. What started with a small, dedicated team of two has now expanded into a vibrant, multidisciplinary group of 15 professionals. This rapid growth reflects the team’s commitment to enhancing Insight’s value proposition by incorporating clinical expertise alongside actuarial services.
The timing of IHS’s establishment was pivotal. As the healthcare industry in South Africa becomes increasingly complex, the need for a team to bring diverse skills is more critical than ever. Dr Tebogo Phaleng, the Head of IHS, emphasises, “Healthcare is a team sport. It’s too complex to tackle alone, and it requires various skills working in collaboration.”
This collaborative approach has positioned IHS as a unique player in the industry, offering more than traditional managed care consulting services. IHS has created solutions that address systemic issues rather than just treating symptoms by assembling a team that understands healthcare both at the clinical coalface and from a strategic perspective.
Core Objectives and Vision of IHS
The essence of IHS is a simple yet profound dream. Everyone deserves access to high-quality, affordable, patient-centered healthcare. This vision drives every decision and strategy the team implements. Rather than approaching problems solely from a medical standpoint, the IHS team leverages their combined expertise in data science, actuarial analysis, and clinical knowledge to create solutions that benefit the entire healthcare ecosystem.
Dr Phaleng’s passion for systemic change is evident in his extensive involvement in industry-level initiatives. His roles as Strategy Advisor to the Board of Healthcare Funders (BHF) and director of the Health Funders Association (HFA) and his participation in various international health communities underscore his commitment to making healthcare more accessible and sustainable.
“Our team is deeply passionate about transforming healthcare at scale,” says Dr Phaleng. We believe that by addressing the root causes of system inefficiencies, we can make a meaningful impact that improves the lives of ordinary citizens. This passion is what drives us every day, and we are hopeful about the future of healthcare in South Africa.”
Differentiating Through Expertise and Independence
IHS sets itself apart from traditional managed care consulting services with its unique mix of skills and a co-development approach.
“We don’t just advise on solutions; we embed our expertise into our clients’ environments, supporting them wherever needed,” explains Dr Phaleng. This approach has earned IHS the trust of major clients, including GEMS, one of South Africa’s largest medical schemes with over two million beneficiaries. As the CEO of GEMS highlighted, “In the landscape of strategic advisory, IHS stands alone in its ability to provide independent, peer-reviewed advice that impacts millions.”
One of IHS’s significant contributions has been the development of a health governance framework, which encompasses corporate, clinical, and financial governance. This framework has been successfully implemented at GEMS, providing a robust structure that guides decision-making and ensures compliance with regulatory requirements.
Impactful Interventions and Strategic Governance
IHS’ influence extends beyond governance frameworks. The team has been instrumental in helping healthcare organisations navigate complex regulatory environments, particularly with the Council for Medical Schemes. By assisting in strategic planning, revising board compositions, and ensuring compliance with regulations like the King Code, IHS has helped its clients maintain corporate memory and adapt to evolving industry standards.
One of the key measures of IHS’s success is improving client-specific financial sustainability. Dr Phaleng notes, “We’ve consistently guided our clients in the right direction, ensuring their financial viability and ability to provide high-quality care.”
Strategic Health Governance: A Cornerstone of Effective Healthcare
Strategic health governance is essential for a well-functioning healthcare system. According to Dr Phaleng, the World Health Organisation’s framework from 2010, though revised, still holds relevance today. A robust health system places the patient at its centre, with specific objectives like longevity and economic benefit driving the overall strategy.
“The success of a healthcare system is not just measured by financial outcomes,” Dr Phaleng asserts. “It’s about delivering high-quality care accessible to all, and that’s what we strive to achieve at IHS.”
The Future of Insight Health Solutions
Looking ahead, IHS is committed to continuing its role as a leader in healthcare transformation. With emerging challenges such as digital healthcare, value-based care, and population health management, IHS is poised to adapt and innovate.
Dr Liezél van Deventer, a key member of the IHS team, emphasises the importance of transparency and accountability in the healthcare industry. “Our goal is to contribute to a more transparent and accountable healthcare system, where every decision is made in the patient’s best interest. We are committed to this goal, and we believe it will bring about a more trustworthy and reliable healthcare system.”
As Insight celebrated its 10th anniversary, IHS’ achievements stand to underpin the power of collaboration, expertise, and visionary leadership in transforming healthcare.
